Registration and admission guide for 2010-2011

Enrollment Criteria for 2010-2011

The Sir Wilfrid Laurier School Board will register students according to the following criteria in keeping with the parents' right to choose by virtue of Section 4 of the Education Act:

"Every student, or the student's parents if the student is not of full age, shall have the right to choose, every year, the school that best reflects their preferences from among the schools of the school board whose jurisdiction the student comes under that provide services to which the student is entitled.
The exercise of the right to choose a school is subordinate to the enrollment criteria established pursuant to section 239 where the number of applications for enrollment in a school exceeds the school's capacity.
The exercise of the right does not entail the right to require transportation services where the transportation services required for the student concerned exceed the limits established by the school board." (Reference taken from the Education Act)
Upon registration and prior to admission into a Sir Wilfrid Laurier school, registrants are required to complete and sign the 2010-2011 registration form that will include an attestation requiring the parent or guardian to provide all supporting documents needed for registration and that these documents are accurate.
Those documents include but, are not restricted to, proof of age and proof of residence as well as any other documents specific to the needs of the student that might be required to complete the registration process. The following statement will be added to the registration form. "The undersigned solemnly attests that all of the foregoing information is accurate. I hereby submit with this application the documentation that the Sir Wilfrid Laurier School Board has specified as being required in order to ensure that all of the criteria, policies and requirements of the School Board are fully respected."
STUDENTS SHALL BE REGISTERED IN A SCHOOL IN THE FOLLOWING ORDER OF PRIORITY:
1.0 The schools under the jurisdiction of the Sir Wilfrid Laurier School Board will accept requests for admission for students who have attained the age of admission as defined by the Education Act (at least 5 years of age as of September 30, 2010 or who have obtained an exemption from the age requirement.
2.0 Students must have obtained a certificate of eligibility for English language education prior to their first day of school.
3.0 Enrollment to a school will be based on the criteria established in the following priority order:
3.1 Students currently attending a school who reside within the attendance zone;
3.2 Siblings of students currently attending a school who reside within the attendance zone*;
3.3 Students who reside within a school attendance zone;
3.4 Any student not registered with the Sir Wilfrid Laurier School Board and who does not have a sibling attending a Laval high school under the jurisdiction of the Sir Wilfrid Laurier School Board and who wishes to attend a high school in Laval shall be registered and admitted at the school where space is available;
3.5 Subject to the availability of space and on a first-come first-served basis students residing within the attendance zones of a specific cluster are entitled to attend any school within that cluster on condition that the parents/guardian agree to provide transportation, and in the following order of priority;
a) Students residing within the attendance zones of the specific cluster who are currently attending that school;
b) Siblings of students residing within the attendance zones of the specific cluster who are currently attending that school;
c) Students who reside within the attendance zones of the specific cluster.
3.6 Subject to the availability of space and on a first-come first-served basis, students residing outside the established school attendance zone may attend a specific school of choice on condition that the parents/guardian agree to provide transportation and in the following order of priority.
a) Students who are currently attending a specific school but reside outside the established school attendance zone may attend that school on condition that the parents/guardian agree to provide transportation;
b) Siblings of students who are currently attending a specific school but reside outside the established school attendance zone may attend that school on condition that the parents/guardian agree to provide transportation;
c) Students who reside outside an established school attendance zone may attend the specific school on condition that the parents/guardian agrees to provide transportation;
3.7 Subject to the availability of space and on a first-come first-served basis, students who are under the jurisdiction of another school board but are subject to an agreement between that school board and the Sir Wilfrid Laurier School Board may attend a specified school on condition that the parents/guardian agree to provide transportation.
4.0 Transportation to a school will be provided in accordance with the Sir Wilfrid Laurier School Board Transportation Policy to students who reside within a school attendance zone established by the school board.
5.0 In schools where alternative programs have been approved for 2010-2011, students will be required to meet the admission requirements where they exist.
6.0 To enable the school board to provide an appropriate placement, admission requests for special needs students requiring specialized services or programs must be made in writing by May 31, 2010. This request, indicating the special needs of the student, must be submitted to Special Education Services for validation. Should the school board be unable to provide services for a student, the school board will ensure that educational services are made available through an agreement with another school board or institution. Requests for admission to specialized services or programs received after May 31, 2010 will be considered by the school board and accepted pending the availability of space.

Registration of New Students for 2010-2011

Parents should call the school to make an appointment for registration as of February 8, 2010. It is important that you have all required documents with you at the time of registration. To enroll in a school of the Sir Wilfrid Laurier School Board, new students must meet the following criteria:

Students who reside in the territory of our school board

  • The student's residence is generally the same as that of his/her parent(s) or legal guardian.
    Proof of residence is required to admit the student (ex. Tax receipt, lease, etc...)
  • Students who have been placed in foster homes or in institutions of the Ministry of Health and Social Services located in our School Board territory are considered residents of our School Board and are, therefore, eligible to attend our schools.

OR

Interboard agreements - students who reside in another territory

  • It is the responsibility of the parents/guardians to request an interboard agreement from the school board which has jurisdiction over their child. This authorization is confirmed when the School Board in question forwards a completed interboard agreement to our School Board.
  • A registration is considered incomplete until the School Board has received the interboard agreement.
  • The admission of out-of-territory students is not automatic. Admission may be refused if programs are not available or if there is insufficient space.
  • When a student is admitted, the agreement is signed between the two school boards.
    These agreements are valid for one school year and must be renewed annually.
  • Indicate on the registration form that an interboard agreement is required

Registration for elementary schools

a) The student must be at least 5 years of age prior to October 1st to be admitted to kindergarten and 6 years of age prior to October 1st to be admitted to Cycle One (Grade 1)

OR

b) The student may be admitted prior to the age stipulated above if he/she meets certain conditions, and approval is granted by the school board.

Registration for secondary schools

To be admitted to a secondary school, students must meet the following age-related criteria:
a)
- Be less than 18 years of age prior to July 1st;
- Be less than 21 years of age prior to July 1st and covered by the provisions for the education of the handicapped;
- Be 18 years of age prior to July 1st, officially registered with the MELS as a secondary school student on September 30th of the previous year in the same or other school board in Quebec and able to complete the Secondary School Diploma.

OR

b)
- Be 18 years of age prior to July 1st, officially registered as a secondary school student on September 30th of the previous year in a private school recognized by the MELS or in a regular secondary school outside of Quebec, and able to complete the Secondary

OR

c)
- Be 21 years of age prior to July 1st, covered by the provisions for the education of the handicapped, and able to complete an attestation of skills in one school year.

Please Remember

  • Only students who are eligible for English instruction can attend a Sir Wilfrid Laurier school.
  • Students may not attend any Sir Wilfrid Laurier school until they have been confirmed eligible for provisional acceptance for English instruction has been received from the MELS.
  • Students with an Eligibility Certificate for a temporary stay must renew the certificate annually.

Eligibility to English Instruction

In the province of Quebec parents who wish to send their children to an English school must obtain a certificate of eligibility from the Government of Quebec to attend an English school.

The Sir Wilfrid Laurier School Board can facilitate that process and help you to determine if your children are eligible to attend an English school.

Did you know that a child is eligible if:

  • The mother or father is a Canadian citizen who has received the major part of his/her primary school instruction in English in Canada;
  • The grandfather or grandmother is a Canadian citizen who has received the major part of his/her primary school instruction in English in Canada;
  • The mother or father is a Canadian citizen and their child has received or is receiving primary or secondary instruction in English in Canada and that such education is a major part of his/her education; the siblings of such a child are also eligible for English instruction;
  • A child has severe learning disabilities and instruction in English can facilitate the learning process;

Temporary authorization (Renewable annually)

Temporary authorization certificates are provided to students who meet the following criteria.

  • Dependent children of persons living in Quebec temporarily in order to study or work;
  • Dependent children of persons who are not Canadian citizens and who are posted in Quebec temporarily as representatives or officers of a country or international organization;
  • Dependent children of members of the Canadian Armed Forces who are posted in Quebec temporarily;

Clustered Attendance Zone Requests

Clustered Attendance Zone Requests (Laval)

  • The clustered attendance zone is used to indicate a group of schools in a geographical area, which are relatively close to each other. It is intended that clustered attendance zones will provide a choice of school and in-school programs within that clustered attendance zone. Not withstanding the above, registration will be subject to available space and parents/guardians provide transportation to and from school.
  • Each school within the clustered attendance zone would be assigned a specific attendance zone where students would be registered and provided transportation services to that specific school. However, a student would be eligible to attend any school within the cluster established by the enrolment criteria and respecting the School Board's transportation policy.
  • The parent must register at their zoned school and complete a registration form as well as a clustered attendance zone request form. A copy of the Clustered Attendance Zone Form will be sent to the School Organization Department with a copy of the registration form for review and consideration. Parents/Guardians will be informed of the decision based on the enrolment criteria on or before May 31st. Should additional spaces become available over the summer period, a second review of requests submitted will be conducted and parents/guardians will be advised accordingly.

Out of Zone Requests

  • Parents/Guardians may choose to send their children to an out-of-zone school. They must register at their zoned school and complete a "Request to attend an out-of-zone / cluster school" form.
  • The parent would provide transportation to and from the school. A copy of the "Request to attend an out-of-zone / cluster school" form will be sent to the School Organization Department with a copy of the registration form for review and consideration. Parents/Guardians will be informed of the decision based on the enrolment criteria on or before May 31st. Should additional spaces become available over the summer period, a second review of requests submitted will be conducted and parents/guardians will be advised accordingly.

Procedure to Request Early Admission

  • Parents /Guardians wishing to apply for a derogation for a child who does not meet the age criteria should contact their zoned school for the necessary information.
  • Once the requirements to qualify for consideration have been satisfied, completed derogation documents should be returned to the School Organization Department on or before May 31st. Derogation requests will only be reviewed if the eligibility to recieve an English instruction has been confirmed and the application is deemed to be complete.
