MINUTES OF THE EXECUTIVE COMMITTEE MEETING OF THE SIR WILFRID LAURIER SCHOOL BOARD HELD ON 1999-05-11

An Executive Committee meeting of the Sir Wilfrid Laurier School Board was held in the Conference Room of Rosemere High School, 530 Northcote, Rosemere, QC on Tuesday, 1999-05-11 at 19:30 hours, at which were present:

Linda Gagnon, Vice-Chairperson; Steve Bletas, Nazario Facchino, William Pollock, and Edward Turchyniak, Commissioners; and Mario Gaulin, Parent Commissioner; and Dominic Martini, Director General.

Also present were: Robert Vallerand, Deputy Director General; Lorraine Archambault, Director of Financial Resources; Laiq Hanafi, Director of Educational Services; Augy Santini, Senior Advisor to Management; Gino Siviero, Director of Information Services; Michael Stirrup, Director of Human Resources; Raymond Thivierge, Director of Material Resources; and Peter Haldimand, Steve Kmec, and Morten Schrier, Commissioners.

Absent: Pierre Garofano, Chairman; James McDougall, Commissioner, and Pierre Niding, Parent Commissioner.

The Vice-Chairperson called the meeting to order at 19:40 hours.

2.0 APPROVAL OF MINUTES:

Mario Gaulin noted that he objected to pages 82 to 84 of the minutes of 1999-04-13 as he felt that the discussions were held "in camera".

3.0 BUSINESS ARISING:

4.0 DIRECTOR GENERAL’S REPORT:

The Director General commented on his written report noting the meeting that he and the Chairman had with Henri-Paul Chaput, Assistant Deputy Minister, on the issue of inadequate funding of transportation, on the request for a new school in Blainville and on the request for authorization to obtain a loan to build a new board office.

 

The report continued with the Director General informing the Executive Committee that he had asked the Director of Material Resources to proceed with the installation of surveillance cameras and monitors in strategic locations in the secondary schools. As well, doors that lock from the outside equipped with panic bars will be installed. He stressed that these measures are deterrents and that the size of our high school buildings precludes constant and total supervision. The installation will take place as soon as possible and he thanked the Material Resources Committee for its support in undertaking this measure immediately even though it was not part of the capital projects for the year.

 

The Director General continued by commenting on the McCaig Annex/Rosemere High School file. He referred to the resolution forwarded to the Rosemere High School indicating why the considerations in the resolution did not make it possible to accept their recommendations to house the annex on one (1) floor. He further reported that he had not received the recommendation for the placement of students from the McCaig Elementary School Governing Board, but that the Principal, following consultation of her staff, was recommending the placement of Kindergarten and Grade 1.

 

The Director General advised the Executive Committee that the Directorate is recommending that as a temporary measure, pending approval of a new school, students in Kindergarten and Grade 1 be housed on two (2) floors of Rosemere High School as per the project presented to the parents.

 

He further noted that he could no longer wait for a recommendation from the McCaig parents as there had been a significant loss of time and it will now be very difficult to assure that the annex will be ready for the end of August.

 

5.0 MATERIAL RESOURCES:

5.1 Director’s Report:

The Director of Material Resources commented on his monthly report noting the Rawdon Elementary School project, the opening of tenders for the Laval Catholic High School roofing project, and the John F. Kennedy Elementary School renovation project. He advised the Executive Committee that the renovations at John F. Kennedy would necessitate that the school year end on 1999-06-18.

5.2 Engagement of Architect – Laval Catholic High School Roofing Project:

WHEREAS the Sir Wilfrid Laurier School Board has resolved to undertake the re-building of the Laval Catholic High School roof;

WHEREAS tenders were invited for architect services;

WHEREAS a selection committee has studied and evaluated all architect tenders received and prepared a recommendation;

____________ MOVED THAT the Sir Wilfrid Laurier School Board retain the services of Y. Marchand, to prepare the architectural specifications, drawings, and tendering documentation for the Laval Catholic High School roofing project at the cost of ________$, taxes included.

5.3 Engagement of Engineer – Laval Catholic High School Roofing Project:

WHEREAS the Sir Wilfrid Laurier School Board has resolved to undertake the rebuilding of the Laval Catholic High School roof;

WHEREAS tenders were invited for consulting engineer services;

WHEREAS a selection committee has studied and evaluated all engineer tenders received and prepared a recommendation;

____________ MOVED THAT the Sir Wilfrid Laurier School Board retain the services of Le Groupe Séguin, to prepare the engineering specifications, drawings, and tendering documentation for the Laval Catholic High School roofing project at the cost of _______$, taxes included.

 

6.0 INFORMATION SERVICES:

6.1 Director’s Report:

The Director of Information Technology commented on his monthly report noting that the e-mail system is fully functional, a report on YK2 compliancy is being drawn up, the ServiceMaster I.S.I.S. system, and the receipt of eleven (11) computers for use in the schools from the Quebec Government due to the efforts of Thomas Mulcair, MNA.

 

7.0 CORPORATE AFFAIRS:

7.1 Deputy Director General’s Report:

The Deputy Director General commented on his monthly report noting the ServiceMaster Technology Plan, the first meeting of the Emergency Preparedness Committee, and the Arundel Natural Science Centre.

 

He went on to draw the Executive Committee’s attention to the Forest Stand Analysis and the Forest Management Plan prepared by William Pollock, and suggested that a committee be created to oversee the management plan.

 

The Executive Committee entered into discussion and it was agreed that a resolution be put forth to the Council of Commissioners for the creation of an Advisory Committee for the Management of the ANSC Forests, and that Commissioners Peter Haldimand, Peter MacLaurin and William Pollock, the site manager, the reservations manager, and the Director General or his delegate be named to the committee.

 

7.2 Nomination to RRSSS:

WHEREAS the Régie régionale de la santé et des services sociaux – Laval (RRSSS) has agreed to form a Liaison Committee with the Commission scolaire de Laval and the Sir Wilfrid Laurier School Board;

WHEREAS the Director of the RRSSS has requested the Sir Wilfrid Laurier School Board nominate as a candidate a member of the Council of Commissioners who would be interested in sitting on the Liaison Committee of the Régie régionale de la santé et des services sociaux – Laval (RRSSS);

7.3 Emergency Preparedness:

The Deputy Director General noted that the Emergency Preparedness Committee had held its first meeting and that Walter Fogel had been elected Chairman of the Committee.

 

7.4 Expulsion:

The Secretary General informed the Executive Committee of situation involving a student who may have to be presented to the Council of Commissioners with a recommendation to expel.

WHEREAS section 242 of the Education Act (R.S.Q., chapter I-13.3) provides for the expulsion of a student for just and sufficient cause

WHEREAS the student and the parents were advised in writing of the intent of the Council of Commissioners of the Sir Wilfrid Laurier School Board to proceed with this expulsion:

8.0 HUMAN RESOURCES:

8.1 Director’s Report:

The Director of Human Resources commented on his monthly report highlighting the extent of the procedures undertaken with the Laurier Teachers Union to minimize the impact of the teacher staffing process on schools.

 

In response to a suggestion by Edward Turchyniak to include the contract date(s) in the resolutions for hiring teachers, the Director of Human Resources indicated that the necessary adjustments to include this information would be made for future resolutions.

WHEREAS the personnel which have exercised their rights are members of the Support Staff F.T.Q. local SEPB57;

WHEREAS their Collective Agreement contains a process allowing for a yearly abolition of positions;
