What you need is a graphical HTML editor such as Adobe Page Mill or Microsoft Front Page. Either one can be obtained inexpensively via the board (if you work for the Sir Wilfrid Laurier School Board) through educational pricing. You'll find that, when using either of the editors mentioned, an educationally effective web page can be mounted in no time at all. You don't really need all the bells and whistles - Java, JavaScript, ActiveX, etc, - seen on many web sites to develop a solid pedagogical model.
